What strategies will help local economies recover more quickly from the COVID-19 pandemic?
The ncIMPACT Initiative at the UNC School of Government and NCGrowth at the Kenan Institute for Private Enterprise are collaborating on a project to assess the short term impacts of local factors (e.g., COVID19 testing availability) and local government actions (e.g., small business grant fund) that aim to help people feel safe engaging in activities that improve the economy. This project was supported by the North Carolina Policy Collaboratory at the University of North Carolina at Chapel Hill with funding from the North Carolina Coronavirus Relief Fund established and appropriated by the North Carolina General Assembly.

We will share data analysis, case studies, resources, and strategies designed to assist with local economic recovery efforts, as well as solicit your ideas regarding additional data needed and questions for which you need answers to lead and guide our state’s recovery. For example:
- Can a community change their trajectory by implementing strategies at the local level?
- Can public health supports make the public feel more safe shopping, dining, etc.?
- Does availability of testing impact economic recovery?
- Do a community’s largest economic sectors impact their economic recovery?
- Does community makeup affect economic recovery for most vulnerable groups?

- Explore a database of resources and strategies for local communities that represents a compilation of federal, state, local, and private resources available to small businesses and community organizations in North and South Carolina for dealing with the effects of COVID-19.
- Family Forward NC COVID-19 Rapid Response Program. No-cost access to human resources experts who assist employers in identifying industry-appropriate, family-friendly workplace benefits during re-opening/retooling. These supports help employers and working parents build resilience during and after the COVID crisis. Rapid Response focuses specifically on small business, manufacturing and hospitality industries, but recommendations and tools can apply to other industries as well.

Case Studies
The project team will identify several representative communities and develop in-depth case studies on their local responses that will be useful for other local communities to consider. These case studies are posted below as they become available.
